Job Summary:
The Quality Control Manager provides dedicated quality support to ISA Portfolio Managers, their direct workforce, and the supply chain through training, coaching, oversight, and assurance.
This role focuses on developing healthy collaborative working relationships with Sellafield Ltd (SL) functional counterparts (Intelligent Customers) and will independently manage their workload within the context of the Framework.
They are accountable for their team’s performance and the team's impact on individual projects but they also have the authority to halt work for any significant quality-related issues.
This role demands strong problem-solving abilities, effective communication, and team management skills. It requires a commitment to integrity, productive relationship-building, and adherence to ethical standards, with the goal of enhancing quality and achieving excellence in project delivery.
Key Objectives:
- Provision and management of sufficient and competent quality resource to support the Portfolio’s works, as identified on the frameworks programme.
- Ensure quality arrangements are in place for the works in accordance with the requirements of the collaborative management plans.
- Promote the ethos of Perfect Delivery and in particular ‘snag-free’ through the objective of ‘right first time’ by encouraging a proactive culture rather than a reactive one.
- Ensure that lifetime records demonstrate compliance with specified requirements in accordance with the frameworks LTR strategy plan and support the teams with timely LTR delivery
Principal responsibilities and accountabilities
- Lead a Project Quality Engineering team to ensure the Portfolio teams fulfil the ISA Collaborative Plan ISA-CMP3-008 entitled ”Quality Control & Information Management” and Client Quality Requirements (Identified in SLM 4.06.02 “Contract Quality Requirements Manual” and SLP 1.10.315 “How do I deliver project quality assurance and control?”)
- Ensure there is adequate provision in project estimates for quality and inspection resources throughout the lifecycle of the works (from design through to construction, commissioning, and handover).
- Provide guidance and oversight on the quality grading process SLP 1.02.45 - How do I determine quality oversight and assurance for procurement of plant and equipment?
- Advise the tender team, project management and commercial functions on the inspection resources required, commensurate with the quality grading / specifications and liaison with the ISA inspection coordinator or SL Inspection and Certification Group (ICG) as applicable.
- Assist in the production of quality works information (in particular clauses 600 and 700) and ensure the flow-down of relevant quality information to the supply chain in accordance with contract quality requirements.
- Provide assurance regarding supply chain selection and formal quality input to supply chain performance.
- Ensure compliant materials are used in the permanent works through a risk-based approach to quality checks.
- Provide coaching and assist in the development of inspection and test plans (ITP’s).
- Ensure adequate surveillance and audit arrangements are in place for the works.
- Support the ISA Assurance function by participating in internal audits.
- Act as the focal point for portfolio/project third-party audit and surveillance (including SPER).
- Monitor applicable audit findings for timely action and effective closure/prevention.
- Attend weekly peer review meetings and delivery meetings as required by the Senior Quality Manager.
- Conduct investigations and root-cause analysis for quality-related condition reports as determined at Peer Review.
- Attendance and provision of quality data and quality performance at project reviews and producing ‘Learning from Experience’ (LFE) documentation as applicable.
- Raising and promoting the raising of both Non-Conformance Reports within the MS SHEQ Tracker and Condition Reports within the SL ATLAS system (Where required).
- Deliver quality-related toolbox talks.
- Attend project management portfolio meetings as required by the Senior Project Manager.
- Attend project initiation meetings, tender kick-off meetings, supply chain selection meetings, project start-up meetings, and subcontractor pre-start meetings as deemed appropriate.
- Provide reports/dashboards on quality performance to the ISA Senior Quality Manager and Projects as required.
- Review and approve quality documentation as required by the collaborative management plans.
- Immediately escalate any significant issues to the frameworks Senior Quality Manager and Senior Engineering Manager.
- Collaborate with the commercial team to ensure quality requirements are embedded in head contracts.
Qualifications & Training:
- Chartered Membership of the Institute of Quality Assurance (MCQI) or working towards chartered status and achieving that status within 24 months of joining.
- IRCA certified Lead Auditor or working towards within 24 months of joining.
- Leadership and Management qualification (such as ILM) or working towards within 24 months of joining.
- Minimum Baseline security cleared (SC may be required for specific projects/portfolios).
- Monitored Worker trained within 6 months of receiving P4 Pass.
- Risk Perception Trained within 6 months of receiving P4 Pass.
