Position Summary:

Morgan Sindall Infrastructure, as the Civils Construction Partner within the PPP organisation, seeks a Strategic Resourcing Manager to join our team. This role is pivotal in supporting the delivery of Major Projects through Aligned Delivery Teams (ADT), integrating team members from all Lot Partners using the principle of Most Appropriate Person. You will manage the end-to-end resourcing process and ensure a consistent approach across all PPP projects, focusing on the successful delivery of construction programs. This role requires on-site presence in Cumbria with business trips to Warrington and cannot be executed remotely.

Key Responsibilities:

  • Oversee the end-to-end resourcing process for all Morgan Sindall demand within PPP, managing joiners, movers, and leavers.
  • Develop and maintain a high-quality Resource Demand Forecast, facilitating timely resource mobilisation and deployment decisions across the PPP project portfolio.
  • Provide data to meet reporting requirements within the Resource Management domain.
  • Line manage team members within the same partner organisation.
  • Build tools and processes to support organisational objectives and strategies.
  • Ensure PPP principles are embedded in the resourcing process and within the Resource & Talent Management (R&TM) team.
  • Plan and pipeline workforce to meet future challenges.
  • Promote PPP as an employer of choice to attract top talent.
  • Collaborate with the PPP Learning & Development team to underpin resourcing decisions with appropriate workforce planning and training interventions.
  • Implement and manage a programmatic approach to resource management for PPP Construction resources.
  • Foster a collaborative approach to talent attraction and retention.
  • Support the development and delivery of graduate and apprenticeship programs, and implement career pathways for construction personnel.
  • Ensure the development and management of a PPP approach to Suitably Qualified and Experienced Person (SQEP) assessment for construction personnel.
  • Provide direction to projects to develop and implement Construction ADTs.
  • Establish and maintain visual management systems to report progress, performance, and take corrective actions as needed.

The Person:

  • Experience in a complex, multi-disciplinary Program Management environment.
  • Extensive background in Resource & Talent Management in high-hazard industry sectors.
  • Flexible and adaptable to the demands of the partnership and major projects.
  • Highly customer and delivery-focused, with a results-oriented mindset.
  • Strong leadership skills, credible in a complex contractual and client environment.
  • Excellent influencing and networking abilities.
  • Ability to constructively challenge and drive improvements.
  • Exceptional communication skills.
  • Eligible to apply for UK-based security clearance.
  • Experience in implementing change within resource management.
  • Willingness to challenge unsafe acts or non-compliance and prepared to have difficult conversations.
